Making IR35 Fair
The self-employed are a key part of our economy. They are risk-takers, striking out on their own, often with nothing more than a laptop and a belief they can make it work. We will back them by looking again at reforming IR35.
It is clear that the previous reforms shifted the balance too far toward the state, away from risk, and against legitimate off-payroll workers. We will work to create a system that is fair and feasible.
